Plenty of companies need ongoing legal judgment without building or expanding an in-house legal department, and many wrongly conclude that means they don't need the function at all. You don't know what you don't know, and that's especially true in law: avoiding a problem is always cheaper than repairing one. The common workaround is to staff the legal function with owners and key officers and call outside counsel for discrete matters. That puts responsibility outside management's expertise, and it costs you in inefficiency, expense, and risk you didn't see coming.
